Committee of the Whole

That the Financial Statements for the year ending December 31, 2025 be received; and That the Treasurer be hereby authorized to approve and sign the Financial Statements; and That staff be authorized to proceed prior to County Council approval as per Section 26.6 (b) of Procedural By-law 5134-22.

That the following Consent Agenda items be received; and That staff be authorized to take the actions necessary to give effect to the recommendations in the staff reports; and That the correspondence be supported or received for information as recommended in the consent agenda.

That report E DTC-CW-09-26 regarding the Bruce-Dufferin-Grey-Wellington Regional Transit Study Update and Interim Recommendation be received; That Council endorse the contract extension of the GTR Route 2 and GOST, and re-introduce the GTR Route 5 from Owen Sound to Wiarton , until a decision can be made on a Unified Regional Transit Network , and subject to funding approval from the Province ; and That all service be funded within the approved 2026 County budget allocations and supported by Ontario Transit Investment Fund (OTIF).

That Report PDR-CW- 27 -26 regarding the approval of the Municipality of West Grey’s n ew official plan for the Primary S ettlement A reas of Durham and Neustadt be received; and, That the Committee of the Whole hereby approves the new official plan for the Primary Settlement Areas of Durham and Neustadt, Municipality of West Grey as adopted by By-law 2025-105 subject to those modifications attached to report PDR-CW- 27 -26, as Appendix 1.

That report FR-CW-16-26 regarding Corporate Financial Update as of April 30, 2026 be received for information.

That the motion be amended to remove “Kimberley” and insert "hamlets and built up areas within the County road system".

That the motion be amended to insert a clause "that staff be directed to follow up with Council on a report to investigate options to implement physical traffic calming measures in hamlets and built up areas within the County road system".

That the correspondence from the Municipality of Grey Highlands regarding traffic calming measures on Grey Road 13 be received for information; and That staff be directed to follow up with Council on a report to investigate options to implement physical traffic calming measures in hamlets and built up areas within the County road system on a trial basis.

That report FR-CW-13-26 regarding the 2026 Capital Project Status Update as of April 30, 2026 be received for information.
