Committee of the Whole

That the following Consent Agenda items be received; and That staff be authorized to take the actions necessary to give effect to the recommendations in the staff reports; and That the correspondence be supported or received for information as recommended in the consent agenda.

That the Budget and Finance Committee minutes dated February 20, 2025 be adopted as presented and the following resolutions contained therein be endorsed: That Councillor Eccles be nominated Chair of the Budget and Finance Committee for 2025. That Councillor Milne be nominated Chair of the Budget and Finance Committee for 2025. That Councillor Eccles be elected Vice Chair of the Budget and Finance Committee for 2025. Tha t report FR-BFC- 02 -25 regarding Ontario Regulation 284/09 – 2025 Budget be received for information. That report FR-BFC-03-25 regarding the 2025 Budget and Finance Committee Proposed Workplan be received for information.

That the Grey County Joint Accessibility Advisory Committee minutes dated February 12, 2025 be adopted as presented and the following resolutions contained therein be endorsed: That Member Catherine Sholtz be elected Chair of the Grey County Joint Accessibility Advisory Committee for 2025. That the Grey Highlands 2024 progress report on the 2023 - 2027 multi-year accessibility plan be presented to the Grey County Joint Accessibility Advisory Committee for review and comment. That the report “Stothart Hall Accessibility Project” be received; and That the Grey County Joint Accessibility Advisory Committee (GCJAAC) provide input for consideration for the installation of the accessible extension/washrooms. That in consideration of staff report West Grey Durham Lions – Durham Community Center Renovation Projects, committee receives the report for review and comment.

That Report PSR-CW- 02 -25 regarding the potential acquisition of land from the Municipality of Grey Highlands for the construction of a new paramedic base be received; and Tha t staff be directed to work with the Municipality of Grey Highlands to acquire approximately 0.51 hectares (1.26 acres) of land Municipally known as 494140 Grey Road 2, Feversham, legally described as Part of Lot 15 Concession 8 Osprey being part of PIN 372620063 in the former Township of Osprey, Municipality of Grey Highlands; and That the land acquisition be conditional on a title search and preliminary site investigations being completed for the subject lands; and That staff be directed to retain the services of a surveyor and consultants to complete the necessary plans and studies to complete the land transfer as well as to complete the design specifications to finalize a tender to be released to construct the new base; and That all costs associated with the land transfer, site investigations and services required to complete the design specifications and tender be funded as per the 2025 Budget and that staff proceed prior to Council approval as per Section 26.6 (b) of the Procedural By-law ; That a by-law be presented for Council’s consideration at a future date to authorize the acquisition of lands.

That County Council receive report CSR-C W -02-25 for information.

That the correspondence from the Eastern Ontario Wardens' Caucus regarding support of Canadian and Ontario Governments' Negotiations with the U.S. Government on Trade Tariffs be received for information.
